notifications at particular time

Hello,
is there a way to have the notifications set at a particular time and then to learn whichever cards are due?
I usually study in the morning and it would be practical to have a repeating, daily learning cycle so I can have a routine.

I would just learn your cards in the morning and ignore whatever new cards come due throughout the day.
There is a setting you can try:
Spaced Repetition Settings > Postpone Due Until
You can change this to a certain time of the day.

is there a way of applying that setting to all sets (sort of as a universal setting)?

Check out the "By Deck" button at bottom of setting screen. You should be able to change all decks (including new decks) there.

I can't find the setting
only per deck, which seems to work but I have to set it up for each deck

In the "Postpone Due Until" screen, where you select "1 am", "2 pm", etc, at the very bottom should be a "By Deck" button. Most setting screens have this. If it's not there, I'm not sure why.

just to follow up, I've changed the time to 7am on all sets but reminders keep coming whenever they want

Oh reminders? Notifications? They probably don't respect the "postpone" feature. I'd ideally want to re-write the postpone coding to work a little differently, but not enough free time now.
In your case, is there any reason to have notifications turned on?
So I don't have a fix for this. Consider turning off notifications or turning off postpone, or both

Which setting?
Notifications: Global Options > Notifications. Turn on spaced repetition decks you want included in your notification calculation. You get one notification for the set of decks.
Postpone due Until: Deck Options > Card Order > Spaced Repetition Settings > Postpone Due Until. Tap "By Deck" at bottom to adjust all decks at once.
